Jail Needs Assessment

The County of Sullivan solicited competitive sealed proposals for consulting services to conduct a needs assessment of the Sullivan County Department of Corrections with regard to physical plant and bed space needs for the incarceration of person that fall under the the jurisdiction of Sullivan County.

The needs assessment study is expected to provide an overview of all criminal justice agencies and practices within Sullivan County. Consultants will collect and analyze data to assist in examining the trends in female incarceration and trends in the criminal justice system. Additionally, alternatives to incarceration will be considered and jail population forecasts will be made for the next 20 years. The Jail Needs Assessment and Pre-Architectural Programming phase is expected to last between 8 -12 months.

April 18, 2006 - Ricci Greene and Associates selected by Sullivan County Board of Commissioners

The Board of Sullivan County Commissioners unanimously selected the consultant firm Ricci Greene and Associates of NY, NY during Tuesday's public hearing in Unity, NH.  County Manager Ed Gil De Rubio recommended the firm on behalf of the criminal Justice Committee after careful consideration of each proposal and after interviewing each firm. 

March 24, 2006 - County Criminal Justice Coordinating Committee Review Proposals

Members of the Sullivan County Criminal Justice Coordinating Committee, consisting of local law enforcement, Judiciary, Public Defenders, County Commissioners, and other criminal justice stake holders reviewed the proposals to make recommendations to the board of Commissioners. The SCCJC committee recommended Ricci Greene and Associations.

March 7, 2006 - Sealed RFP received by Commissioners

County Commissioners opened two proposals and the apparent low bid was recognized in public format. Letters were mailed to each company that submitted proposals. The companies include: Ricci Greene Associations (out of NY, NY) and SMRT (Maine).

January 17, 2006 - Request For Proposal distributed

County Commissioners requested proposals for a needs assessment study and pre-architectural programming of the existing correctional facility in Unity, New Hampshire.  RFP Document Link!

October 2005 - P.O.N.I  at the NIC in Longmont, CO

Commissioner Ben Nelson, County Manager Ed Gil de Rubio, Superintendent Scott Hagar and Facilities Director Greg Chanis attend a week long course for Planning of New Institutions (P.O.N.I) sponsored and funded by the National Institute of Corrections in Longmont Colorado.
