Facility Development Process

P.O.N.I or Planning of New Institutions is a multi-phased curriculum presented by the National Institute of Corrections to assist in the planning and construction or renovation of jails.

The Facility Development Process has a total of 5 main phases

Phase 1 - Pre-Architectural Planning

Phase 2 - Site Selection and Planning

Phase 3 - Architectural Design

Phase 4 - Construction

Phase 5 - Occupancy

Planning and constructing a jail is more technically complex and costly than most other construction projects.  Each phase has approximately 3-4 steps that must be accomplished.

Click on each phase for additional information..
